Rafael, Elbit Systems and Israel Aerospace Industries (IAI) are major Israeli defense manufacturers. Their portfolios range from air defense and armored-vehicle protection to aircraft systems, unmanned aircraft, missiles and satellites. The firms supply the Israel Defense Forces and customers abroad, while export licensing is handled by the Ministry of Defense’s Defense Export Control Agency (DECA).

Three firms, distinct portfolios

Rafael develops Iron Dome, David’s Sling, Trophy and the Spike missile family. IAI works in aerospace, missiles, air defense, unmanned aircraft and space; it builds the Arrow system, Heron UAV family and Shavit launcher. Elbit Systems makes defense electronics and platforms including Hermes UAVs, IronVision vehicle displays and the F-35 helmet display through a joint venture. The companies may partner on programs, but each has defined responsibilities.

DECA licenses exports; SIBAT facilitates cooperation

DECA was established in 2006. Israel’s Defense Export Control Law took effect at the end of 2007, and DECA regulates exports of defense equipment, know-how and related services. Its stated review considerations include national security, foreign policy, international resolutions and control regimes, sensitive technology and human rights. Exporters must follow the law and its regulations.

SIBAT is the Ministry of Defense’s International Defense Cooperation Directorate. It supports government-to-government and business partnerships, connects foreign partners with Israeli firms, coordinates delegations and manages sales of surplus IDF equipment. SIBAT facilitates cooperation and commercial contacts; DECA administers export controls.
