That is a concrete contribution; claims that the park is the world’s leading cyber center or that it produces solutions years ahead of other countries require evidence beyond the institutions’ presence.

Proximity can make collaboration easier, but it does not prove that every company and lab share data, staff, or operational threat intelligence.
