WHO Converted a HeRAMS Status Label Into a Hospital Census

Annette Heinzelmann presented a present-tense Gaza hospital tally as if it were a physical inventory. WHO’s own HeRAMS method and situation updates record a shifting operational-status bucket, not a survey of rubble.

What World Health Organization said

None of Gaza’s 36 hospitals is fully functional, and only 20 are partially operational.

The sentence sits in a 14 October 2026 news item from the World Health Organization Regional Office for the Eastern Mediterranean. That office names Dr Annette Heinzelmann, Regional Emergency Director, as the official presenting the update. She is a WHO emergency manager delivering a regional briefing, not a hospital inspector, not a battle-damage surveyor, and not a court.

A status label is not a census of ruins

This wording presents “fully functional” and “partially operational” as established physical facts. They are HeRAMS categories. WHO’s Health Resources and Services Availability Monitoring System scores whether a health service delivery unit can meet daily demand to a national standard. A unit is “partially available,” in WHO’s own definition, when it can provide some of a service but lacks the staff, supplies, equipment, or other resources to meet daily demand in full. HeRAMS tells readers the snapshots are “preliminary and intended solely to inform operations,” kept by “trained focal points,” with a stated cut-off date. That is a capacity label. It is not a finding that a building was leveled.

WHO’s oPt Emergency Situation Update, Issue 73, covering 7 October 2023 to 30 September 2026, does not carry the 14 October press total. As of 30 September it records 18 of 36 hospitals (50 percent) and states that “half remain only partially functional,” while “all 36 hospitals have sustained damage.” Damage and non-function are different claims. Three months earlier, Issue 71 had printed 19 of 36. A count that moves 19 to 18 to 20 is a dashboard, not a census. The same updates source hospital-service data to HeRAMS and casualty totals to Gaza’s Ministry of Health — the health arm of the Islamist terror regime that still runs reporting from the Strip. That ministry is not a medical examiner.

The denominator of 36 is WHO’s fixed hospital list, not every place treating patients. HeRAMS puts field hospitals in a separate product and states they are excluded from the “all hospitals” infographic. Issue 73’s own map still counts multiple field hospitals beside the 36. Reading “none fully functional” as “no hospitals” erases that split.

What the briefing left out

The war did not open with a hospital dashboard. On 7 October 2023, Hamas-led terrorists murdered about 1,200 people and abducted 251. Hamas still holds hostages. The Islamist terror regime has used those same hospitals as military cover. The IDF and ISA documented a 55-meter terror tunnel with a blast-proof door under the Shifa complex. Ahmad Kahalot, director of Kamal Adwan Hospital, told investigators he was recruited to Hamas as a brigadier and that “they hide in hospitals because for them a hospital is a safe place.” NGO Monitor records Hamas Interior Ministry papers listing the World Health Organization among agencies operating under Hamas diktats inside medical compounds. ISA interrogations of Nukhba terrorists record Hamas running its own ambulances “to evacuate fighters” and to move weapons, because that is “the safest way to transport them.”

Heinzelmann’s line does none of that work. It took a HeRAMS status label, a moving 18-to-20 total, and a briefing sentence and used them as a substitute for a census of destroyed hospitals and a targeting finding.
