Damascus Reports Security Forces Foiled Hezbollah Cell Plot Targeting Homs Refinery

Syria's Internal Security Forces announced that authorities detained members of an alleged Hezbollah-linked cell accused of planning an attack on the Homs oil refinery and seized prepared explosive devices, according to state media. The reported interdiction coincided with bilateral talks between Syrian and Lebanese officials on border security, as well as a series of Syrian operations targeting arms smuggling to Hezbollah.

Disruption of Alleged Homs Refinery Plot

Syria's Internal Security Forces announced on November 3, 2026, that the General Intelligence Service, operating in coordination with internal security units, foiled a plot targeting the Homs oil refinery and arrested members of a cell affiliated with Hezbollah. According to a statement carried by the state-run Syrian Arab News Agency (SANA), the joint operation resulted in the detention of the cell members and the seizure of explosive devices prepared for the planned attack on the facility.

The announcement from the Internal Security Forces noted that the interdiction followed other security operations across the country. According to SANA, Syrian intelligence and internal security personnel previously detained two suspected Islamic State members in Deir Ezzor on November 1, foiled an Islamic State plot against a police patrol in the Damascus countryside on October 16, and dismantled an Islamic State-linked cell in the Houla area of Homs governorate on October 10.

Syrian Raids on Hezbollah Smuggling Networks

Reporting by Seth Frantzman for FDD's Long War Journal identified the detention of the cell as the latest in a series of raids conducted by Syrian authorities over the past 22 months against individuals accused of ties to Hezbollah or involvement in arms smuggling into Lebanon. Frantzman noted that Syrian security forces intercepted weapons smuggling attempts in February 2025 and July 2026, apprehended members of Hezbollah cells in March and September 2025, and conducted additional raids in February and May 2026.

According to the analysis in FDD's Long War Journal, the raids illustrate that authorities in Damascus view Hezbollah as a threat and a historic adversary. During the Syrian civil war, Hezbollah deployed fighters to support the former regime of Bashar al-Assad. The collapse of the Assad regime in December 2024 severed Hezbollah from its established operating networks inside Syria as well as its overland weapons transport corridors originating in Iraq.

Border Discussions and Regional Outreach

The reported detention of the cell near Homs occurred alongside bilateral diplomacy focused on frontier management. On November 2, Syrian Foreign Minister Asaad Hassan al-Shaibani met in Damascus with a Lebanese delegation headed by Deputy Prime Minister Tarek Mitri at Tishreen Palace, as reported by SANA. The Syrian Foreign Ministry stated that discussions focused on bilateral ties, improving security coordination, and tightening border controls between Syria and Lebanon.

Following the security operation in Homs, Syrian President Ahmad al-Sharaa traveled to Riyadh on November 4, heading a delegation that included the ministers of foreign affairs, defense, finance, and industry, alongside the head of the General Intelligence Service. According to SANA, President al-Sharaa met with Saudi Crown Prince Mohammed bin Salman at Al-Yamamah Palace to discuss bilateral relations and regional security cooperation.
