# U.S.-Israel Cybersecurity Cooperation

Public U.S.-Israel cybersecurity cooperation includes government dialogue and joint industry research. The BIRD Foundation’s BIRD Cyber program supports company collaborations on cybersecurity and related technologies. These are identifiable mechanisms; broad claims of a unified cyber command, a permanent “Iron Dome of Cyber,” or an unspecified quantum-cryptography project require separate evidence.

## BIRD Cyber funds company collaboration

BIRD is a binational foundation established by the U.S. and Israeli governments in 1977 to support industrial research and development. Its portfolio includes BIRD Cyber, a program for collaborations developing cybersecurity and related emerging technologies. As with BIRD’s other programs, applicants must form a U.S.-Israeli partnership and pursue a defined project with commercial potential. This design makes the scope concrete: BIRD supports joint development by companies; it is not a government cyber-defense command and does not itself establish operational information sharing between national agencies. The program sits alongside BIRD Energy and homeland-security initiatives managed by the same foundation.

## Government cooperation and public statements

In August 2022, the Israeli and U.S. finance ministries signed a cyber-financial cooperation agreement covering financial cyber information sharing, resilience methods and joint cross-border exercises, according to the [Israeli Ministry of Finance announcement](https://www.gov.il/en/pages/press_230822). The Israel National Cyber Directorate was established in 2017.

Cyber cooperation is also part of the wider bilateral research relationship. The [BIRD Foundation](https://www.birdf.com/what-is-bird/) reports that its joint company projects are reviewed by experts appointed by the Israel Innovation Authority and the U.S. National Institute of Standards and Technology. That documented process provides one route for turning shared technical interests into collaborative development.

## Separate documented programs from slogans

“Iron Dome of Cyber” is a metaphor, not the name of an established joint U.S.-Israel system. Likewise, references to quantum-resistant cryptography should identify a named program, award or research project before presenting it as ongoing bilateral work. This distinction lets readers see the existing cooperation without mistaking a slogan or proposal for an operating capability.
