# The Bus 300 Affair: Executions, Cover-up and Accountability

*In April 1984, four armed hijackers seized an Egged bus on Israel’s coastal road. Two captives were killed after capture, and officials initially presented a false account; the resulting investigation and public scandal led to senior resignations, presidential pardons and lasting scrutiny of the security service.*

On April 12, 1984, four armed men hijacked Egged bus 300 on the coastal road and took passengers hostage. Israeli forces stormed the bus the next day. The passengers survived, and the four hijackers were captured; two were later killed while in security-service custody.

The affair expanded when a staged account and false testimony obscured how the two captives died. A government inquiry examined the incident, and a separate investigation became a confrontation over whether Shin Bet officials could be prosecuted. The legal record appears in later Israeli Supreme Court cases, including [*Eisenberg v. Minister of Building and Housing*](https://versa.cardozo.yu.edu/opinions/eisenberg-v-minister-building-and-housing), which recounts the Zorea inquiry and references the Bus 300 affair.

## Investigation and consequences

The affair brought the conduct of senior security officials into public and political dispute. Attorney General Yitzhak Zamir pursued an investigation; he resigned in 1986 after a conflict with the government over the inquiry. In 1986, President Chaim Herzog granted pardons to several Shin Bet personnel before trial. These events did not establish that the killings were lawful; the controversy centered in part on the deception and obstruction that followed.

The Landau Commission was appointed in 1987 to examine Shin Bet interrogation methods. It was a later, distinct inquiry; it should not be described as a direct commission established to investigate the Bus 300 killings. Its report addressed interrogation practices and proposed guidelines for the service.

## Why the affair remains instructive

Bus 300 showed how secrecy can collide with criminal investigation and public accountability. Israeli institutions did investigate the conduct, but the sequence—including an inquiry, resignations, contested prosecutions and pardons—also exposed the difficulty of holding a security service accountable when officials conceal facts. The case belongs alongside the legal rules governing the agency, including the [Supreme Court’s 1999 interrogation ruling](https://hasbara.co.il/resources/shin-bet-shabak-internal-security-service/shin-bet-interrogations-balancing-security-law-and-ethics).
