# What Is the Shin Bet? Mission, Powers and Oversight

*The Shin Bet, also called Shabak or the Israel Security Agency, is Israel’s domestic security service. A 2002 law assigns it work against terrorism, espionage and sabotage, protection of designated people and sites, and places its leadership under government, ministerial and Knesset oversight.*

The Shin Bet (Shabak; Israel Security Agency) is Israel’s civilian domestic security service. The [General Security Service Law, 5762–2002](https://main.knesset.gov.il/EN/about/history/Documents/kns15_GSS_eng.pdf) charges it with protecting state security and the democratic order against terrorism, sabotage, subversion, espionage and disclosure of state secrets.

The law also authorizes protection of people, information and places designated by the government, security classification directives, and security checks for designated positions and activities. The agency’s specific operational organization is not fully public; its legal mandate is.

## Who directs and oversees the service?

The head of the service is appointed by the government on the prime minister’s proposal and reports to the prime minister. The law establishes a ministerial committee for General Security Service affairs, chaired by the prime minister, and a Knesset subcommittee for intelligence and secret services as the service affairs committee. Its meetings are privileged, reflecting the need to protect classified material while enabling legislative scrutiny.

The law requires the service to act subject to every law. It does not itself create every oversight office or review mechanism sometimes attributed to it. For example, section 7 defines the mission; sections 4–6 set out appointment and committee arrangements.

## How does its role differ from other agencies?

The Shin Bet focuses on threats inside Israel and protective security. The Mossad describes its remit as intelligence and special operations abroad; [its official account](https://www.mossad.gov.il/en/about) also says it cooperates with Israel’s other security and intelligence bodies. The IDF’s Military Intelligence Directorate serves the military. These boundaries define primary responsibilities, while operational coordination supports shared national-security tasks.
