# Israel-Russia Trade: What the Economic Ties Include

*Israel and Russia maintain trade, but Russia and Ukraine account for only a small share of Israel’s overall trade. War-related sanctions and export controls complicated commerce; the evidence does not support describing the economies as deeply interdependent.*

Israel and Russia trade goods, but their economies are not deeply interdependent. Russia and Ukraine together make up only a small share of Israel’s trade, according to the International Monetary Fund’s 2023 assessment. Trade figures describe a commercial relationship, not a strategic guarantee against political conflict. The documented record is summarized in [UN joint statement on restored relations](https://www.imf.org/-/media/files/publications/cr/2023/english/1isrea2023001.pdf) [UN General Assembly Resolution 3379](https://wits.worldbank.org/CountryProfile/en/Country/ISR/Year/2022/TradeFlow/Import/Partner/RUS/Product/All-Groups) [Israeli Foreign Ministry bilateral relations](https://www.cbs.gov.il/he/mediarelease/DocLib/2025/022/16_25_022e.pdf).

## What the trade figures show

Israel’s Central Bureau of Statistics publishes goods trade by country, while the World Bank’s WITS database provides partner-level product data. These datasets allow comparisons by year and product category; they should be read as merchandise trade rather than all economic ties, which can also include services and investment.

Russia has supplied Israel with commodities and other goods, while Israeli exports to Russia include manufactured products. No evidence supports the claim that bilateral technology cooperation has been a central pillar of the relationship. Israel’s broader technology sector is oriented toward a much wider set of markets.

## Sanctions and the Ukraine war

After Russia invaded Ukraine in 2022, the United States, European Union and other governments imposed extensive sanctions and export controls on Russia. Israel did not join the full Western sanctions regime. Israeli firms still had to consider restrictions imposed by their own banks, suppliers, customers and the jurisdictions in which they operate.

The IMF found that Russia and Ukraine accounted for a tiny fraction of Israel’s trade volumes, with no direct impact on demand for Israeli goods and services or shortage of imported intermediate goods. This weighs against claims that commercial dependence forced Israel’s foreign policy choices.

## Commercial ties do not settle security disputes

Trade continued alongside major disagreements over Ukraine, Syria and Russia’s relationship with Iran. The economic relationship has practical value for businesses and consumers, but the available trade evidence does not show that it prevents diplomatic breakdowns.
