# EU-Israel Trade: Goods, Services and Research

In 2024, trade in goods between the EU and Israel totaled €42.6 billion: EU imports from Israel were €15.9 billion and EU exports to Israel were €26.7 billion. Trade in services reached €25.6 billion in 2023. The European Commission’s [trade profile](https://policy.trade.ec.europa.eu/eu-trade-relationships-country-and-region/countries-and-regions/israel_en) reports these totals and category breakdowns.

## What each side trades

Machinery and transport equipment led EU imports from Israel in 2024 at €7 billion, followed by chemicals at €2.9 billion. In the other direction, EU exports to Israel included €11.5 billion in machinery and transport equipment and €4.8 billion in chemicals. These figures are trade values, not measures of domestic value added or the balance of services.

The EU is Israel’s largest trading partner by goods, while Israel is a much smaller share of the EU’s total external trade. The figures describe a substantial bilateral relationship without implying that either side depends on one market for every sector.

## Trade preferences have defined limits

The EU-Israel Association Agreement provides a free-trade area, with tariff preferences subject to rules of origin. The Commission states that goods produced in Israeli communities beyond the 1949 armistice lines do not qualify for preferential tariff treatment under the agreement. Customs classification and origin requirements still apply to preferential trade generally.

The agreement is not the only instrument shaping commerce. The EU and Israel also have an aviation agreement and arrangements on industrial product conformity. Israel’s participation in [Horizon Europe](https://research-and-innovation.ec.europa.eu/news/all-research-and-innovation-news/israel-joins-horizon-europe-research-and-innovation-programme-2021-12-06_en) supports research collaboration and is governed by its own association terms.
