# The EU-Israel Association Agreement: Trade and Political Framework

*The 2000 agreement sets the framework for political dialogue and economic cooperation, including a free-trade area. It also makes respect for human rights and democratic principles an essential element of the agreement.*

The EU-Israel Association Agreement, signed in 1995 and in force since 1 June 2000, is the legal framework for political dialogue and economic cooperation. It establishes a free-trade area and an Association Council, while Article 2 makes respect for human rights and democratic principles an essential element of the agreement.

The agreement replaced the 1975 cooperation agreement. The [treaty text](<https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX:22000A0621(01)>) sets out the rules and institutions; the European Commission’s [trade profile for Israel](https://policy.trade.ec.europa.eu/eu-trade-relationships-country-and-region/countries-and-regions/israel_en) describes how its commercial provisions work today.

## What the agreement establishes

The treaty covers political dialogue, trade in goods, services, establishment, capital, competition, intellectual property, economic cooperation and cultural cooperation. The Association Council, composed of representatives of the parties, supervises implementation and examines major issues within the agreement. An Association Committee assists it. These bodies provide formal channels for consultations; they do not make the EU and Israel members of a customs union.

Article 2 states that relations and the agreement’s provisions are based on respect for human rights and democratic principles. Article 79 provides a consultation procedure when either party considers that the other has failed to fulfil an obligation. The text therefore joins practical economic rules to political commitments and a process for handling disputes.

## How trade preferences work

The agreement created a free-trade area for industrial products, with tariff preferences also governed by product-specific rules of origin. Later arrangements expanded agricultural trade. Preferential access is not a blanket exemption from customs formalities: exporters must satisfy origin and documentation requirements. The Commission explains that goods produced in Israeli communities beyond the 1949 armistice lines do not qualify for preferential tariff treatment under the EU-Israel agreement.

EU-Israel trade goes beyond tariffs. Separate agreements cover areas such as aviation and conformity assessment for industrial products. For current trade totals and the instruments in force, see [the Commission’s Israel trade page](https://policy.trade.ec.europa.eu/eu-trade-relationships-country-and-region/countries-and-regions/israel_en), alongside the [agreement text](<https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=CELEX:22000A0621(01)>). Israel’s research association is covered separately in [Israel in Horizon Europe](https://hasbara.co.il/resources/european-union-israel-relations-trade-politics-and-tensions/israel-in-horizon-europe-strategic-scientific-and-economic-partnership).

## A framework with continuing political disputes

The agreement remains in force and provides a standing structure for cooperation and consultation. A human-rights clause does not itself mean that a particular sanction or suspension automatically follows; action requires the relevant EU decision-making process. The treaty’s structure helps explain why commercial relations, political dialogue and disputes are handled through distinct provisions.
