# Israel in Horizon Europe

*Israel has been associated with Horizon Europe since 2021. Israeli entities can participate in most program actions on terms comparable to entities in EU member states, subject to the program rules and Israel’s contribution.*

Israel became associated with Horizon Europe on 6 December 2021. The agreement allows eligible Israeli universities, companies and research bodies to participate in most program actions on terms comparable to EU entities, under the call-specific conditions. Association gives eligibility to compete; it does not guarantee a grant.

The Commission’s announcement records the agreement’s entry into force, and its [Horizon Europe country profiles](https://research-and-innovation.ec.europa.eu/statistics/framework-programme-facts-and-figures/horizon-europe-country-profiles_en) provide current participation data. Israel has participated in successive EU research framework programs for decades, and the Commission’s [Israel cooperation page](https://research-and-innovation.ec.europa.eu/strategy/strategy-research-and-innovation/europe-world/international-cooperation/association-horizon-europe/israel_en) links to the association agreement and current program details.

## What association permits

Horizon Europe funds collaborative research and innovation through competitive calls. Israeli applicants may join consortia and, when selected, receive funding according to the same call rules that apply to associated-country participants. Israel contributes financially to the program under its association agreement. The arrangement also provides for reciprocal participation by EU entities in equivalent Israeli programs.

Association is not identical to EU membership. The program’s general eligibility rules and the particular work program determine which entities, activities and costs qualify. The agreement also specifies territorial conditions for eligibility; they should be applied to the facts of a project rather than compressed into a claim that all activity in a broad region is automatically excluded.

## Funding totals and how to check them

Funding totals change as projects are selected and signed. The Commission’s regularly updated country profile breaks participation down by program component and funding status. Use that source for a dated total, and distinguish signed commitments from payments received. A headline figure without a reporting date or definition can confuse awarded grants, budget commitments and cash disbursements.

Israel’s association is separate from the wider trade framework. The [Association Agreement page](https://hasbara.co.il/resources/european-union-israel-relations-trade-politics-and-tensions/the-eu-israel-association-agreement-and-legal-framework-for-bilateral-cooperation) explains the treaty that governs political and economic relations; this page concerns research-program eligibility.
