# EU Aid, Arab NGO Projects and Textbook Oversight

*EU grants are awarded to named projects and recipients under program rules. A separate EU-funded 2021 review assessed Authority textbooks against education benchmarks; it described a mixed record, not proof that EU aid funded textbook content or terrorism.*

EU grants support specific projects and recipients under program rules. The European Court of Auditors’ 2025 review found that EU funding information for NGOs remained fragmented and unreliable.

For education, the EU funded a 2021 review by the Georg Eckert Institute of Authority textbooks.

## What the textbook review examined

The review analyzed a sample of 156 textbooks and 16 teacher guides published from 2017 to 2019 by the Authority’s education ministry. It assessed references to civic education, human rights, tolerance, violence and hate using UNESCO benchmarks. The Institute summarized the findings as mixed: the books incorporated human-rights standards, expressed a narrative of resistance in the conflict, and displayed antagonism toward Israel.

The EU-funded review examined the sampled curriculum materials; it was not a grant to produce the textbooks.

## What the EU audit found about NGO grants

The [European Court of Auditors’ 2025 review](https://www.eca.europa.eu/ECAHTMLNews/NEWS-SR-2025-11/en/body.html) found gaps in transparency around EU grants to NGOs. The 2021 textbook review was an EU-funded analytical study, not a grant to the education ministry.
